JRTC Board Meeting Notes


What follows are the notes from the April 9, 2019 meeting of the Jackson River Technical Center Joint Board of Control. You are encouraged to contact Eugene Kotulka if you have questions regarding this information.


Present: Bert Baker (Covington City), Tamala Preston (Covington City), Gerald Franson (Alleghany County), Jennifer Seckner (Alleghany County), Randy Tucker (Alleghany County), Jacob Wright (Chair, Alleghany County), Glenn Spangler (JRTC Director), Christy Armentrout (Clerk), Shannon Fuhrman (Covington City) and Eugene Kotulka (Alleghany County Superintendent/Administrator).


  1. The minutes of the March meeting were approved. 
  2. 2.Mr. Spangler reported school is in the final six week and many events will be held over the next few weeks. 
  3. 3.Mr. Spangler presented a formula for a stipend amount for off-contract teachers who take students to competitions outside the 200 day-contract period. He noted the formula equals out to $235 per day, which he feels is reasonable.  He stated that if one student per year qualified to attend the 5-day competition, the instructor cost would be approximately $1,000 per year. There could be more than one student per year, which would drive up the cost, he explained.  Mr. Spangler stated that he would bring a plan to the next meeting for an hourly pay rate for training time.
  4. The Board approve a senior trip for the Automotive Class to the Nascar Hall of Fame in North Carolina. 
  5. The Board went into Closed Session to discuss Personnel.  Upon return to Open Session, the Board approved the resignation of Christy Armentrout, Clerk, effective June 30, 2019.    
  6. Bills in the amount of $18,960.13 were approved.   Salaries in the amount of $79,691.03 were also paid in accordance with approved salary and benefit schedules.
