CALLED MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD
June 8, 2017
The Alleghany County School Board held a called meeting on June 8, 2017, at 6:00 p.m. at the Central Office Complex in Low Moor, Virginia.
PRESENT: Gerald E. Franson; R. Craig Lane; Norman L. Persinger, Jr.; Jennifer S. Seckner; Randall S. Tucker, Chairman; and Jacob L. Wright
*Clifton Forge East district seat is currently vacant
Also present: Eugene P. Kotulka, Superintendent; and Lorie C. Bess, Clerk.
ABSENT:
Chairman Tucker presided and called the meeting to order at 6:00 p.m. The call to order was followed by a moment of silence and the recitation of the Pledge of Allegiance.
Chairman Tucker announced the following addition to the agenda:
1. Agenda item #17-334, “Discussion of APEX towers” will be inserted after agenda item #17-331. This is an information item.
(17-330) APPOINT A VICE CHAIRMAN
Due to a Board member’s resignation, there was a vacancy for Vice-Chairman.
MOTION: That the School Board appoint Gerald Franson to serve as Vice-Chairman until June 30, 2017.

(17-331) RECONSITUTION OF CLIFTON MIDDLE SCHOOL
As outlined in 8 VAC 20-131-315, as an alternative to the Memorandum of Understanding (MOU) required of schools rated Accreditation Denied, a local school board may choose to reconstitute the school and apply to the Board of Education for a rating of Partially Accredited: Reconstituted School. The application shall outline specific responses that address all areas of deficiency that resulted in the Accreditation Denied status. This application will be considered for approval at the June 19 meeting.
(17-334) DISCUSSION OF APEX TOWERS
Mr. Kotulka reported he received an inquiry from Apex Towers to place a tower on school property near Mountain View Elementary School. He noted he had very little information at this time and simply wished to poll the Board to see if he should do further research. Board members requested more information be obtained and reported back at a later meeting.
